Really the solution to the pre election promises is simple make the manifesto of all parties a legally binding document that they have to deliver in Law.

Failure to do so could be an instant dissolution of Parliament and another election called with the same rule of law applying to further manifestos

Not rocket science

I am sorry I am confused (not difficult I know) but what cost?

We the taxpayer already pay for the election and all the surrounding hype with our licence payers money used to host TV debates.

It is not costly to get a law made look how many Labour got through (more in their term/s of office than had been created since we first had laws), a bill gets put before parlimant, is voted on and hey presto the queen seals it.

If we want our representatives to keep to their promises surely any cost of writing and passing a law would be worth it to wysiwig (what you see is what you get) or in this case what you vote for is what you get.

The persuit of the offenders; Legal fees, court personnel, police, it was estimated that it  an it was astronomically expensive to prosecute one politician in an English court because of the debate over legal aid alone.
Far better to list what is absolutely  the bare minimum required to be done in the country, cost it out accurately, fine the total amount and EVERBODY contribute the same portion of their TIME or the values of that time into the treasury. i.e. Pop 'star' on £70,000 an hour contributes say 10 hours an office cleaner on £7 per hour either gives 10 hours of their time or £70 [or a similar calculation at a suitable rate] in this way everybody contribute something into the system time or money.

Oh but would it not be worth it (and we will share the cost) to see the leader of whichever party in court for failing to stick to the manifesto as laid down in law?

If you look at the cost divided between 60 million people it would be pence each and well worth it ;)

Well yes but we are only hanging on by the skin of our teeth and if AV goes through on May 5th and the Lib Dems hold more power they will probably take us into the Euro (money) and then job done we will be owned by the Germans

BTW The conservatives shot themselves in the foot when there was a motion before the commons to make the referendum a minimum of 40% turnout to be valid and they did not vote for it now its 15% of the electorate, hardly representative.

Money well spent I'd say! Rather on this than financing the MP's expenses :-\

The Lib Dems in Sheffield this week are getting a rough ride and they seem to be saying that it is all their doing that no one will pay income tax on earnings under £10k and 'they' have linked pensions with either the retail price index or the other one (can't remember which that is) whichever is the higher however the starting point is so low £97 that the £5 rise is derisory.

But are these things really their idea and promises like no rise in university fees?

Again if the manifesto was a legally binding document we would know what we were getting when we voted for someone.

If they have not got the brains to put a quality manifesto together based on the accurate information they must have access to what hope would they have of managing the countries finances and running the country by the will of the people.

Maybe we should also add 'they shall do no harm' to the oath of office (if there is one, if there isn't there should be, like the Americans swear in their President) that way Brown and Blair could have been impeached.
