Have Councils lost the Plot

It matters not how large or small Councils are.
Even Parish Councils can succumb to blind bureaucracy.

Has the simple fact that they exist because of the Council Tax we pay them, been long forgotten?

They are providing what they see as the services we need to the level that they can get away with or are instructed to provide at government instruction.
 
Is the only say via the ballot box? Is the only way to register a say is to cast that vote for the most obscure candidate?

Especially as powers to spy on people via convert means are so eagerly accepted without comment.

Councils are arrogant when it comes to the individual council tax payer.as you point out it is only at the ballot box the individual counselor might take notice.I have found you might get an answer to a query in the first instance. But if that answer is wrong or not relevant, and you pursue it further you are unlikely to get any answer.I personally believe they think they are a law unto themselves.To quote a case i informed my local council of them breaking the highway code by allowing parking bays on the brow of a hill ,You guessed it NO REPLY.But if you get a parking ticket dropping a old lady home and seeing her in doors,and you appeal against it there answer is always the ticket was issued correctly .
