That's because they are all sat in layby's, behind tree's, on bridges looking for the motorist doing 5 miles an hour over the limit on the motorway or duel carriageway especially in Wales ::)

On the subject of policing the no insurance oiks, I read recently that an area of North Birmingham is in the top ten areas of Insurance and tax dodgers. A"spokesman" said on some streets you could find every other parked car had either no tax, no insurance or both.
My question would be that if they found that evidence WHY weren't all those vehicles impounded? Why are the police not USING their ANPR cameras by driving along these streets, followed by a fleet of recovery trucks and taking them all away?
