Actually HG, ( not meaning to be too crictical of your point ), BUT....the Liberal Democrats in the coalition actually carry the balance of power. If they choose en-masse to NOT support any Tory policy, in the making, that policy will fall.

They DO have the power to make or break the Tories if they want to, but as a number of them have been given government posts, ( and in my opinion, sold their souls in the process ), they have been - in effect - emasculated.

The Lib-Dems have now shot themselves in the foot, the next general election will whitewash them.

Even if the coalition jumped ship now, Lib-Dem voters will never forgive Clegg for propping up a failed right wing Tory administration.
