Thanks all for your comments and suggestions.
I have received e-mails from the CC and have rung various phone numbers.  Responses varied from - attempting to call Mars (by the sound of all the funny noises), non-existant numbers being given by Council contacts, numbers answered by people who didnt have a clue what I was talking about (bus pass, that is!) and finally, an extremely helpful lady, not really dealing with Crumblie Bus Passes but reassured me as to the security of hard copy info, and even the (probable) address to which I should send the application.
Lincs DO NOT renew, we have to apply for a NEW pass. Automatic renewal? No - "This is the way we do it'. (Last time it was issued by the District Council). 
It is up to the Councillors to change the policy (and elections are coming) and in Lincs' case, it is the Head Honcho for the Transport Committee who needs to answer for this - needless to say, I have had no response there.


I hope to report my conclusions in a few weeks time
