means tested winter fuel allowance

i think this should happen i read an article in a newspaper reguarding this it said that eg the house of lords 70 per cent recieve this allowance as well as people like alan sugar/phillip green/mick jagger and others surely it should go to the most needy,the money saved would go to help social care,the other option would probally be cutting tax credits and other benefits,i dont like the tories but think this is a good idea,anyone agree/disagree?
