Chairs were indeed allocated on the basis of a person's grade / status.

Industry used the executive toilet system to indicate status.

A colleague and I had a meeting (about 40 years ago) with one of the district management teams to review a number of things, including nurse staffing levels. She pointed out to them that they were 25% under agreed levels in a certain specialty.
After the meeting I pointed out to her how much more urgent the position would have sounded had she pointed out that they would need to increase existing levels by 33 1/3% to meet target.
"But that's manipulating raw data" she protested
"No it's not - just presenting it in the most effective manner."

Yes, I'd forgotten about them, British industry worked on a management v worker 'them & us' basis while the Japanese CEOs ate with the shop floor workers.

The Japanese workers were far more motivated & therefore didn't strike at the drop of a hat.

I don't think British Leyland ever went a whole week without a stoppage of some description.

Most "facts and statistics" seem to fit the requirements of the person stating them, especially where politicians or the media are concerned.
Basically, they only tell you what they want to hear.
